Abstract:
In this paper, the SEC(security & efficiency & cost) index system was established to evaluate rail transit planning scheme. In evaluation process, qualitative indicators were processed by expert judgment, while those quantitative indicators were processed by membership functions in the SEC index system to ensure the authenticity as far as possible. Rail transit planning assessment model was also established based on fuzzy analytic hierarchy process, and the indicators were ranged by using the square root method to implement the selection and decision-making for rail transit program. Finally, an example of different rail transit planning in a city was taken to verify the rationality of the index system and methods, which provided a theoretical basis for decision-making on rail transit planning.
