Railway informatization evaluation index system

  • 摘要: 传统信息化绩效评价从信息化装备、信息化人员、信息资源开发利用等投入角度综合考察企业所处信息化的水平或阶段,但以投入为主的评价难以全面和正确衡量企业信息化的绩效。为促进铁路总公司信息化建设、应用、管理、服务各项工作顺利开展,本文借鉴信息化绩效评价方法,研究建立满足铁路信息化建设与管理需要的评价考核体系,对铁路有关单位和部门的信息化工作、建设和效能进行评价考核,使铁路信息化建设与管理各项工作更加规范、高效、有序进行。结果表明,该体系方法科学、指标较全面且操作简便,有助于进一步提高铁路信息化建设质量与管理水平。
    Abstract: Traditional informatization performance evaluation investigated the level and stage of enterprise informatization comprehensively from investment perspectives like informatization equipment, personnel, resources development and utilization, etc. But evaluation based on input was difficult to measure the performance of enterprise informatization comprehensively and accurately. In order to promote the smooth developing of head office informatization construction, application, management and service, this article used the method of informatization performance evaluation to study and establish an evaluation system that could meet the requirement of railway informatization construction and management. In this evaluation system, informatization work, construction and efficiency of relevant railway institution and department could be evaluated and examined, with a result that all the railway informatization construction and management work could be carried out more regularly, efficiently and orderly. The result showed that the method was scientific, comprehensive and easy to operate, which was helpful to further improve the quality and management level of railway informatization construction.
