摘要: 为提升铁路运输企业应对事故预防、预控能力，推进安全风险深化应用，结合铁路运输生产作业过程的特征，提出基于工作危害分析法的铁路运输作业安全风险控制方法，通过铁路运输作业分析和活动分解、危害辨识与风险评价、制定控制措施与风险定期评价，实现对铁路运输生产作业过程风险的有效管控。利用该方法对某编组站调车作业过程实施风险控制的实践取得了良好的应用效果。

Abstract: In order to enhance the ability of railway transport enterprises to prevent and control accidents, promote safety risk and deepening application, combined with the characteristics of railway transportation production operation process, a safety risk control method for railway transportation operation was proposed based on job hazard analysis method. Through the analysis of the railway transportation operation and activity decomposition, hazard identification and risk assessment, control measures and risk periodic evaluation, effective risk control in railway transportation production operation process was implemented. This method has achieved good application effect in implementing risk control in dispatching operation process of a marshalling yard.
