摘要: 构建科学、合理、系统的铁路信息化规章制度体系是铁路信息化建设的一项重要工作。借鉴系统工程的方法论与分析逻辑,结合铁路信息化工作流程与管理需要,基于结构化方法,对铁路信息化进行纵向、横向双重维度的要素划分,构建铁路信息化规章制度体系框架模型。系统地梳理信息化规划计划、工程建设、运行维护等的管理流程和管理制度,提出铁路信息化制度体系文件制定建议,论述各体系文件的适用范围和约束内容,有效地解决铁路信息化规章制度纷繁杂乱、层次模糊且不成系统的问题,为建立健全铁路信息化规章制度奠定了基础。Abstract: It is an important task to construct a scientific, reasonable and systematic system of railway informatization rules and regulations. Drawing lessons from the methodlogy and analysis logic of system engineering, combining with the work process and management needs of railway informatization, based on the structured method, this paper divided the elements of railway informatization into two dimensions:vertical and horizontal, and constructed the framework model of railway informatization rules and regulations system, systematically combed the management process and management system of informatization planning, engineering construction, operation and maintenance, put forward suggestions for the establishment of railway informatization system documents, discussed the scope of application and constraints of each system document, effectively solved the problems of complicated, fuzzy and unsystematic for railway informatization rules and regulations,laid a foundation for the establishment and improvement of railway informatization rules and regulations.
