Abstract: According to the requirements of China Railway, Harbin Railway Administration developed the freight price management system by using information technology. The system was designed by adopting the J2EE enterprise application framework. It was implemented the negotiation project application, examination and promulgation of the whole process of informatization, achieved the aim of standardizing the negotiation process and improving the working efficiency.
