Abstract: It is an important task to construct a scientific, reasonable and systematic system of railway informatization rules and regulations. Drawing lessons from the methodlogy and analysis logic of system engineering, combining with the work process and management needs of railway informatization, based on the structured method, this paper divided the elements of railway informatization into two dimensions:vertical and horizontal, and constructed the framework model of railway informatization rules and regulations system, systematically combed the management process and management system of informatization planning, engineering construction, operation and maintenance, put forward suggestions for the establishment of railway informatization system documents, discussed the scope of application and constraints of each system document, effectively solved the problems of complicated, fuzzy and unsystematic for railway informatization rules and regulations,laid a foundation for the establishment and improvement of railway informatization rules and regulations.
