Abstract: To deal with the problems such as complex operation process, inconsistent standard and caliber of tax accounting, and low deduction rate of incoming invoice, the incoming invoice management system for railway enterprise was designed and implemented. Based on the analysis of business requirements of railway enterprise's incoming invoice management, the design scheme of the system is presented, in which its logic architecture, technical architecture, data interfaces and main functions are described. Besides, some key techniques used to build the system are explored, including OCR, work flow and data encryption technology. This system can realize automatic data acquisition of incoming invoice, invoice examination and authentication, certification of input tax deducted and life cycle management of incoming invoice and help to standardize railway enterprise' tax operation, enhance the compliance and efficiency of incoming invoice handling, reduce tax errors, strengthen tax risk control, and improve the quality of tax management of railway enterprises.
