SEC decision evaluation of urban rail transit planning based on fuzzy analytical hierarchy process

  • 摘要: 为了对轨道交通规划方案进行定量评比,建立了轨道交通规划方案的安全(S)、效能(E)和成本(C)指标体系,评价过程中,对SEC指标体系中定性和定量的指标分别采用专家评判和隶属度函数两种方式进行处理,尽量保证指标的真实性,并建立基于模糊层次分析法轨道交通规划方案评估模型,运用方根法对指标进行排序,实现轨道交通方案的评选与决策。最后以某市轨道交通不同规划方案为例,验证了该指标体系和方法的合理性,为轨道交通规划方案的决策提供了理论依据。

     

    Abstract: In this paper, the SEC(security & efficiency & cost) index system was established to evaluate rail transit planning scheme. In evaluation process, qualitative indicators were processed by expert judgment, while those quantitative indicators were processed by membership functions in the SEC index system to ensure the authenticity as far as possible. Rail transit planning assessment model was also established based on fuzzy analytic hierarchy process, and the indicators were ranged by using the square root method to implement the selection and decision-making for rail transit program. Finally, an example of different rail transit planning in a city was taken to verify the rationality of the index system and methods, which provided a theoretical basis for decision-making on rail transit planning.
