Open intelligent management and control platform for railway external environment security hidden danger

  • 摘要: 铁路外部环境安全是铁路运输安全的基础。针对铁路外部环境隐患治理难点,调研安全隐患管控现状,从“人防”、“技防”、“物防”建设入手,探索隐患监控手段,研究有效管控措施,规范完善整治流程。通过综合利用卫星遥感、车载实景拍摄、无人机、及移动信息采集等技术,基于地理信息系统(GIS,Geographic Information System),建立适用于铁路外部环境安全隐患的开放式智能管控平台,实现对隐患问题的可视化、标签化管理,及时发现和消除外部环境安全隐患。通过数据建模分析、预警预测等方法量化风险点位,解决隐患巡查手段单一、工作量大及覆盖面不全等问题,提升铁路外部环境管控的自动化、智能化水平,提高了整体环境整治工作效率,进一步保障了铁路运输安全。

     

    Abstract: The safety of railway external environment is the basis of railway transportation safety. Aiming at the difficulties in the hidden dangers treatment in railway external environment, this paper investigated the current situation of the management and control of hidden dangers, explored the monitoring means of hidden dangers from the construction of "civil defense" "technical defense" and "material defense", studied the effective management and control measures, and standardized and improved the treatment process. This paper used satellite remote sensing, on-board vehicle live-action shooting, Unmanned Aerial Vehicle(UAV), and mobile information collection technologies, based on geographic information system, to design an open intelligent management and control platform suitable for the hidden danger treatment of railway external environment. The core module of the platform has been tested on site. The test results show that the platform can carry out visualization and labeling management of hidden dangers, timely discover and eliminate external environment security risks, quantify risk points through data modeling analysis, early warning prediction and other methods, and solve the problems of single hidden danger inspection means, heavy workload and incomplete coverage, promote the automation and intelligent level of railway external environment management and control, improve the efficiency of overall environment rectification work, and further ensure the safety of railway transportation.
